Neither of these settings work properly. If the settings do not work then why expose them, otherwise it is just misleading. Then even with configure automatic updates set to 2, the update settings dialogue still says “Available updates will be downloaded and installed automatically, expect over metered connections.
Erm no, GP is set to only download when I say ok, and it seems to be doing that. I have wasted many hours messing with these settings and waiting for more updates to see if they have effect and had various testing interrupted and therefore data loss. Windows 10 updates implementation is an utter mess. I have to agree that quite a bit of the dialogue is misleading when it doesn’t change to reflect the group policy, there were a couple of builds where the ‘some settings are managed by your organisation’ message wasn’t even displayed, I can’t remember whether was one of those.

In more complex environment, you might have multiple GPOs linked to several organizational units OUs , which enables you to have different WSUS policy settings applied to different types of computers. After you set up a client computer, it will take a few minutes before it appears on the Computers page in the WSUS console. For client computers configured with an Active Directory-based GPO, it will take about 20 minutes after Group Policy refreshes that is, applies any new settings to the client computer.
