I have Apple TV. You can achieve the same results for mirroring using it. Other devices might only involve choosing Project, then Connect and choosing the device within the OS.
You could also buy a usb device that is designed for mirroring only and plug it into a usb port on the tv. I know it defeats the purpose of the built in mirroring on the tv, but it gets the job done while Samsung is busy blaming everything else instead of fixing their part of the problem with Windows Whichever method you choose, research it a little to be sure it will work for your setups.

However, I don’t have any Apple products, so an Apple solution is not likely in my case. Glad you solved it! I tried the same thing, to no avail. Mine has 2 built-n gpu’s. An Intel and a Nvidia. They are both used for different functions as was designed by Dell. I haven’t yet tried disabling the Nvidia, but that might be the trick for mirroring to a Samsung TV.
Not something I can test right away though. I’m out of town for a couple weeks. As i said, I did update my Intel Graphics driver and I did in fact get screen mirroring to work on at least 3 tries.
However, for the life of me I can not get it to work again. I can see it “connecting to Lenovo I did this for 3 separate videos. But I haven’t been able to connect for screen mirroring since.
I may have a red -herring on my set up, since I had to have my laptop screen replaced in the meantime. I had multiple horizontal lines bad screen developing. The Windows 10 Library folders will display on the TV screen from which a media file can be selected for playing on the TV.

If I sect Media server on the tv it says media server “not found”. If I cast photos to the tv they are displayed will a banner at the bottom showing “pause” etc. From what you say, I believe that your PC is able to communicate with TV but not the other way round. Anything less will not work. Even then, video streaming from PC is likely to stutter. Simply copy the command from here and right click at the Power Shell prompt to enter the command.
You are out of luck if this adapter is out of support. I have tried installing Universal Media Server software, but that is very hit and miss when it comes to starting up.
