Thanks for your feedback. My specific question is, is there a number pad keyboard all by itself. Not with letters just the number pad? It is not device dependent. How to you access the The numeric Surface keypad on surface tablets and on other tablets? I think it is up to the application to pick that option. Fortunately those conditions are easily arranged for, even at the Login screen.
So, similarly I can imagine that other applications that would be prepared to show you only a Num pad could be constrained by the same quirks. Obviously there is under the right conditions. Then for the follow-up question how to ensure the “right conditions”, I would say “an app” should probably not be closing the real OSK and changing a user’s preference on the TK, just somehow make the user aware that they were in one of W10’s “Twisty passages” and perhaps an incantation which would be needed to get out of it.
BTW note that the TK Standard layout is only available when the user specifically enables it somewhere in Settings and not being able to use the TK at all when the OSK is open is a well-known quirk which some users exploit to avoid seeing the TK when it would otherwise be popping up automatically but unwanted.
